The real problem imo is tax avoidance Once you get to that high rate it becomes very efficient to hire excellent tax lawyers

Also important, it is easy by legal means to tax individuals who are not US citizens if they own wealth or have income in the US. So if very rich people sell their holdings and move some prices might fall which will be good for the upper middle class in America.
