Definitely A
A) Corrupt and wasteful. B) These markets don't work as well as a tax. C) Politically unpopular. Needs to be offset by tax reductions elsewhere.
Nuclear power isn't a sustainable solution. It's a non- renewable resource. Plus produces lot of hazardous waste as output. It's a lesser evil. Clearly not the solution.
If GND actually included nuclear alongside other low C options then it might actually drive significant carbon intensity reductions

But That would fix a whole host of problems including energy, so, haha, that will NEVER be an option
