I don't know what you are referring to that's a pretty broad stroke. People are responsible for clearly communicating and understanding the risks and rewards of any big idea they have, as far as they know them.
Nope. Nobody can anticipate risks & rewards of big new ideas. Any pretense of doing so is _almost always_ politically motivated.

This fundamental cyncism is unhelpful. All communication is flawed and all communication AND ideas are inherently political. It doesn't mean we should resort to communicating only via interpretive dance. We do the best we can, that is our responsibility.
