I would be interested in reading how each individual rep and senator would characterize their own policies on that question. Surely they have them. Other than the cowardly policy of “let the president do whatever he wants.”
And preferably we need a general Congressional _policy_ about (1) which kinds of regimes we should overthrow under which conditions, and (2) why it's OK to violate international law to do so.

Congressional policy regarding regime change should be quite simple: no war w/out congressional approval. If Congress wants war they’ll have to vote & answer for it. Undeclared wars allow Reps to avoid the burden of unpopular policy. If things go badly, they demur & blame POTUS.
