I think this prohibits also discrimination against potential clients, customers, vendors, investors, etc.... like, a restaurant couldn't exclude people of a certain religion, right?

I don't think so. The above EEOC regulation is based on Title VII of the Cvil Rights Act of 1964, covering employment.

You're thinking of public accommodations, which are covered by Title II of said law. While Title II does include "religion," I have not seen any expansive interpretation of that to include 'sincerely held religious, ethical or moral beliefs.'
