How about correlating to the current state of immigration policy? Japan has no immigration to speak of it could hardly be more restrictive.

Germans are also reticent to express anti-immigration attitudes. Post WWII it's verboten to hold any views that may be construed as right wing. My experience with Germans indicates that anonymity would show a higher percentage opposed.
