The 'Implicit Association Test' (IAT) was sold as measuring racial prejudice , but only explains about 1% of variation in actual racial discrimination. They claim that bias on the test (which many people show) reliably reflects bias that manifests in real behavior. The main website claims to measure the direction and magnitude of your bias. So I think the answer is: both.
