The risk wasn’t reduced by the US unilaterally reducing the arsenal. It was reduced b/c of the collapse of the Soviet Union as a political power, which allowed for the reduction of the arsenal. During earlier Soviet expansion the same action would have increased the threat.

Gorbachev agreed with nuclear detente in Jan 1986, less than a year from taking power, even before it became aparent that his internal reforms ( perestroika and glasnosti) will fail and USSR will go down.

the risk was reduced mostly by Gorbachev who initiated the nuclear detente with Reagan in 1986. Bush just continued the process. Nothing would have happened without Gorby initiating the reforms of the Soviet block - the thing that Putin has been hating ever since.
