Well we're in the Cold Civil War now, how would a "soft" civil war be different?

'Cold' implies some kind of detente, plus proxy wars. 'Soft' implies aggressive metapolitical maneuvering.

Because no such thing is likely to happen. Country is no longer segmented as in North-South. More rural vs urban.
