Respectfully Geoff this is the great problem Britain is now facing. No civilized society can make laws proscribing this type of thing I mean their are common laws and common behaviors which they're built upon. We have about nothing in common with adherents of this practice.

I think you mean prescribing, to proscribe means to forbid? And our civilized societies need to ban all childhood genital mutilation practices, not just all those that affect women and girls.
