Some would find the idea of giving wealthy people the power to choose (to an extent) the characteristics of their kids to be "scary". Or troubling at least. Quite possible those with the money will in future choose to have IVF so that they can go down this route.
Yes, but new technology tends to trickle down pretty quickly from rich to middle class to poor. The rich subsidize the R&D, and get a slight head start, but then soon everybody can benefits. And it'll soon be MUCH cheaper than most environmental interventions (e.g. higher ed).

Maybe. Though given how quickly this has progressed, that headstart might be significant. And many will see some significant ethical issues in selecting embryos based on desirable characteristics (as opposed to avoiding disease).
