First-time authors don't have a sales record. Publishers can't get reliable numbers on total article clicks or reads across all sites. Twitter follower count is a good indicator of likely sales, & easy to check (plus, fake followers & high follower churn are easy to detect).
What about all the dormant accounts? Are publishers sifting through followers to see which ones should be counted? Seems to me to be just as crude a measure as article clicks. And by the by, I read every article I click!
