From my limited experience in France this didn’t seem to be the case but decisions and habits made made in adolescence seemed to be higher consequence for French teens.

I had a professor in the U.S who was from and studied in France. The way it was explained to me is that France is far more strict on who is accepted into higher education, and the expectations are much higher.

To be clear, you can effectively completely socialize the higher educational system, BUT you would drastically need to up the standards as a result, clearly degree inflation has gone rampant and 'education' is not the most monetarily efficient thing to do.

Also commonplace in Canada, where govt pays 2/3 of tuition cost. Bachelors degrees are the new high school diploma.
