Why not both? It's good to have people who have interesting ideas. Who want to share them. And it's good to have listeners who don't follow every word. But are people who can think for themselves.

What we have is the result of the few people that take the steps you mentioned, and they're so few we make them leaders. Even if we had more, the better ones would become much more better leaders. And that's indeed, a desirable goal
