I don't think that's what the paper is saying. It's saying people's aspirations are mediated through their class position and connections, which is of course true. If you really want a meritocracy, you can't just wish and make it so.
No, you promote meritocracy by encouraging ambition and hard work among everyone, not by demonizing them as racist.
