How does the government promote advancement of science if they don’t have a mechanism to distinguish what can/can’t be patented/copyrighted? Seems to imply government has some role in regulating/informing populace.

Of course the constitution just says government has the power, it doesn’t say it has to use it. We can always not issue patents and see how efficient the free market is at rewarding innovation and new ideas.
