I agree with the free speech angle on this one. It can’t be that norms against “pile ons” mean that criticism is forbidden—if so, they are anti-speech norms.
Encouraging a pile-on without engaging with the opponent's ideas at all is like stirring up a riot without even giving a speech. It's no contribution to public discourse at all. It's not free speech; it's the opposite: a heckler's veto.

But what’s objectionable about a riot is the violence that occurs within it, whereas twitter mobs merely engage in speech. And there’s usually no requirement that your speech must engage others’ ideas to be free. You can use free speech to mock, or to dismiss out of hand.

Also, it isn’t really a heckler’s veto as that term is narrowly used, since it doesn’t take the speaker’s platform away, doesn’t for example ban his account in response to the threat of hecklers.
