Would you read a more partisan media enviroment (including social media) as reflecting a partisan system driven by machine politics? And if so does this exclude the possibility of a feedback loop?

Gerrymandering doesn't help but the truth of the matter is that we sort ourselves into like-minded communities (geographically, but other ways too) and the latter is the bigger problem.

Make any re-redistricting decisions not go into effect for 10, 15, or more years. In other words the people who decide the districts cannot guarantee they will personally gain from their decision - and might lose from them. Remove the political expediency component.
