There are about 300 million guns in America, but probably over 100 billion rounds of ammo. How would California control the black market in a commodity that is cheap, common, easily transported, easily reloaded, and never goes stale?

California learned that prohibition is very good at raising prices & cutting quality. The black market will provide, but banned ammo will trade at multiples of legal ammo. Without legal sales, stale (+10yo) ammo will enter the market & banned ammo will become less reliable.
