As long as we don't interpret 'downstream' to mean it can be (1) derived from or (2) explained (only) by Culture is the emergent phenomenon, not a simple outcome of biology Similarly for Bio being downstream of Chemistry which being downstream of Physics

Would it follow that "bad" cultures are a product of those who fight against/deny biology?

Don’t do any favours to yourself or anybody by dismissing biology. Perhaps bad aspects of culture emerge when people close their train of thought to the idea that we are all just human and on a biological level (broadly speaking), we share the potential for both good and bad.
