Doesn't necessarily need a blockchain involved, though there are ways I could see that being useful. @freenetproject has been working on useful stuff here for ages.

If your blockchain-based thing actually puts the data on the chain, then as soon as you get significant usage, the decentralization will degrade. You don't want every node having a copy of all the data. Blockchains are *replicated* data structures, not *distributed* ones.

Although the "blockchain" part is a bit of a hype thing (very expensive for storing data), I think we are better off copying the e-mail model where self hosted services communicate with each other. Many such projects are in active development but need to reach maturity
