No, bad idea. It would stifle innovation, like any monopoly. Remember that the only real innovation in telephones was the touch-tone phone until the government broke up Ma Bell, and everything exploded: caller ID, cordless phones, conferencing, then finally cell phones.
I'm a libertarian and don't want any of those to be gov't monopolies btw.
