In honest civilizations, 'highly educated' means highly enlightened. In self-deceived civilizations, 'highly educated' just means highly indoctrinated.

Serious question: Has there ever been an honest civilization as you define it? Has humanity ever reached that pinnacle? Or have we always been prone to indoctrination in one form or another?
There always incentives for certain elites to take over any public education system, and there are always susceptibilities to believing virtue-signaling falsehoods.
