Because that has at least an 18yr time lag, and also b/c immigrants naturally select for more industrious, hard working, and law abiding people; the same is not true for making new natives.

Which policies are you talking about specifically? Increasing immigration is a really easy solution since it’s just getting rid of restrictions instead of actively creating new incentives, which is what most pronatalist policy involves.
