I don't mute as a punishment, but whenever I feel that the expected mutual reward of future interactions does not warrant expending attention. Blocking needlessly consumes attention on the other side.

Blocking gives clear feedback to the blocked person that the person doing the blocking *thought* the person blocked was being obnoxious or is incredibly frustrated.
