1/10 is a hell of a number. How do you solve for the fact that Congress appropriate defense spending and thus often has constituency interests rather than pure rationale involved in decisions?
I have no idea how to solve the problem of military-industrial complex lobbying. But it's clearly a multi-trillion dollar problem.

The so-called "military-industrial complex" has been of great benefit to the United States: it produced US conventional deterrence; it decreased US reliance on nuclear weapons; it decreased US-instigated nuclear crises; and it created dual-use technologies. 1/

Historically, massive defense cuts and de-mobilization led to a lack of preparedness and higher costs in 1941, 1950, and 1955/1965. US dependence on nuclear deterrence led to crises in 1948-1949, 1958-1962, and 1973. 2/
