I think we need a good national _defense_, but we could achieve that without 800 overseas bases, without nuclear weapons, without carrier battle groups, and with about 1/10 of the current military spending.

1/10 is a hell of a number. How do you solve for the fact that Congress appropriate defense spending and thus often has constituency interests rather than pure rationale involved in decisions?

I think maintaining a global presence is actually one of the best strategies for countering threats in the modern world where direct war is too costly. However, most military spending these days is useless pork that could be culled if we weren't terrified of losing jobs.
