        Seems like was going more for use of lat/long lines vs. natural boundaries for borders & regions like 'Rep of London' only containing a sliver of actual metropolitan area. But he should do the USSR vis-a-vis Stalin's 'divide & relocate' of former nations to maintain Ru rule.

        I think you're both wrong. You cannot escape that tribal/ethnic concerns shape politics, to even the point of drawing the borders between states. But it has equally been raw military power. That doesn't justify current borders, but does explains them.
