PS Read 'The Doomsday Machine' by Daniel Ellsberg is you doubt that the function of our 'nuclear deterrent' is actually to threaten nuclear first strikes. We've done that more than 25 times since 1945.

How many of those threats were against the soviets? Has it happened more in recent years or less? (I'm going to check out that book btw, looks interesting!)
