Serious question: Does any nation have the right to deploy weapon systems that could result in the destruction of all human life on Earth? If so, why?

Are we talking about 100% ending all of humanity, or leaving the possibility of a tiny remnant?

Then I have a strong instinctual aversion to building such a capability. I can imagine the moral necessity of taking extreme action to save a kernel of humanity. I can’t see any moral purpose where 100% destruction is the right course of action. But maybe I just can’t see it?
