Serious question: Does any nation have the right to deploy weapon systems that could result in the destruction of all human life on Earth? If so, why?

If it was the only nation then no, you don't have an ethical right. If another nation has it, then you have an ethical duty to obtain them for your own protection.
How exactly does a deterrent protect you if using it results in everyone on Earth dying?
