Serious question: Does any nation have the right to deploy weapon systems that could result in the destruction of all human life on Earth? If so, why?

It's a tough one. It seems to be that prior to *any* nation deploying such a system, we all ought not to. But then, once a nation has deployed it, I don't see it as necessarily being unethical for other nations to follow suit.

Imagine if North Korea were the first nation to deploy such weapons? I think it would be unethical *not* to counter that, and if the only method of countering it were to deploy our own world-destroying weapons, then that's what we ought to do.
