There is a point where the simplifying assumptions are so essential that the analysis is quite inconsequential. Im reading this great book right now that may suggest that you could still talk about such analysis if the goal is not policy but to get status with the in-group.

The paper makes no such assumptions as far as I can see, although I'm not sure exactly what "cultural inertia" denotes in this context. Generally, economics does not invoke a blank slate assumption.
