What people need to understand is that firing the old and hiring the new is the *default* that we only don’t do when the law prohibits it.

In the TV show Yes, Minister, it is satirically suggested that the permanent civil servants have all the power, and the elected officials only get to nibble at the edges. Making elections meaningless. Some people want that to be the truth in America. I don’t.
