I think what that Nesov tweet is saying is mostly just "Your decision is determined by stupid stuff like blood sugar, but..."
"Morally relevant" is too broad of a noun phrase to tie to such a narrow definition through.

In his terms, "Humans are conscious" would not be a morally relevant fact bc it doesn't have any dependence on your decision
