The unusual verbiage about dependence is Vladimir's way of extending "consequences" to acausal logical dependence.

"Morally relevant" is too broad of a noun phrase to tie to such a narrow definition through.

In his terms, "Humans are conscious" would not be a morally relevant fact bc it doesn't have any dependence on your decision
