Agency is the ability to choose goals, not the ability to achieve them. This is an obvious commonsense thing but confusing agency with 2nd thing is leading a lot of people down the wrong path.
It's not obvious. Dictionaries say it's the second thing and don't mention the first thing. A person who has goals and doesn't achieve them is called other things besides agentic, things like stupid or weak-willed.

The "obvious commonsense" thing I am talking about is the idea of autonomy and so on. Someone who does their own thing, rather than being chained to a particular goal. I didn't say failing to achieve something is especially agenty.
