I don't believe it is appropriating an other's culture unless you live everyday as such. That would be converting to a culture, but it isn't disrespectful displaying another cultures positive sides in art, food, dress, and living. Should actually be flattering that it's noticed.

One of the mechanisms of the Civilization series of strategy video games is the ability for a nearby foreign city to join your country by way of that city adopting your stronger culture. That means that foreign city is "appropriating" your culture. Not real life but relevant.

And I believe it is rooted on the idea that where a culture is useful or attractive, others will seek to emulate that part of it, which isn't always a terrible thing for either side.
