AT&T, as well as all telecommunication companies are considered "public utilities" which are mandated by law to follow the FCC's strict rules and regulations for providing services to the public. Google/YouTube are not tethered to such obligations that fall under the FCC.

The thing is, they only start to wield their left-wing partisan ax when the digital reach gets too uncomfortably large. It's not just about controlling the content, it's about restricting the audience, too.
