Justice is about truth, only in theory. In application, Justice is seldom exercised objectively. Rule of law is enforced and upheld by people who, given type and background, may or may not provide a actual justice. Given any one rule broken a thousand different outcomes may occur

It may not excuse bad behavior but it sure explains it. Majority of inmates also grew up in single mother homes. Mothers don't generally know how to raise boys into men.
