They can shut it down for so many reasons. For not having the proper license, for endangering public health etc. Remember: the government is us.

Also if the private business does anything illegal (like money laundering), the government is within it's right to shut it down. Private does not mean it does not adhere to the law.

Yes - but in certain controlled circumstances. I believe very specific laws have to be written as to when and how so that such power is not abused.
