In Spain the Social Security is "free" (nothing is free, you pay it through taxes). You don't get to choose your doctor and you have to wait in line for any special procedure.

It it actually the opposite, if they have limited resources, they should run much more efficiently to maximize the use of them. Giving them more resources won't change anything.

I just went to get a real id in a California DMV, I was the eighth person in line, from start to finish it took all of 15 min.

Getting an ID is relatively painless. Fixing issues with vehicle registration is different. Ten different people will give you ten different answers on what documents you need and if you live near the border of two counties it's a whole other headache.
