I've lived for 17 years at an east coast city (population 244,000) and I haven't seen a single homeless person tent anywhere. Only last Christmas I saw about 150 homeless while serving food at a shelter. All of them very kind, thankful and obviously cared for. What is CA doing?

Why would one not seriously consider moving to LA, using free public services, welfare/food stamp/healthcare assistance, buying a nice tent and air mattress, and hanging out on a permanent basis in Southern California?
