Someone should research this. It seems like someone is using government money, (aka our money), to build luxury housing for the homeless to perhaps kick them out later and then rent it out to people who can afford it without suffering start up costs. Smells like a scam to me.

Yes it does. Your scenario is the only one that makes sense

The artical sited has a description of what these units would look like, to call them "penthouses" is just a lie. The cost is so high becuse of where they're being built, so this seems to be an argument for just taking the land for the project. That would cut down the cost

It cost three to $5000 to provide a dwelling for a homeless person! Depending on location it cost three to $6000 to put that same person in prison! Prager is probably totally for putting people in prison for being homeless (las Vegas) even if it cost more money!

No. Why would I buy a house? when I could plop in front of my parent's house and say they kicked me out, get my luxury condo for free. I underline LUXURY. I don't want a simple studio apartment with a bath/kitchen. A luxury condo, and "luxury" doesn't include roommates.

And you aren't getting it in Santa Monica. The artical sited has descriptions of the units, the man there is simply lying when he calls them "penthouses"
