Those are just the rules that have been written down. There are about fifty other rules that are not displayed intentionally. You know, or else conservatives would know why they are getting silenced by big tech.

Should private companies be allowed to ban whoever they want or not? Should a baker be forced to bake a cake for a gay couple or not?

They're either a free speech platform or they aren't. If they are, then no they can't ban whoever they want. If they are, then sure then can ban whoever they want but then they are also legally responsible for the content posted on their platform. They can't have it both ways.
