There are a number of smaller states that have signed on that would have even less impact on national elections as a result of simply going with the popular vote. I am mystified as to why any state's "leaders" would want its voters to be less relevant.

Because States are meaningless in this modern era. Oh sure, its nice to have a state culture, but when it comes to policy, we are ALL Americans. The majority of voters should pick their leader- that is how Democracies work.
