It's not going to happen as 3/4 of the states would have to agree. Why would a small state agree to something that reduces their impact on electing a president?

Seems like vote 1 vote in Alaska should equal 1 vote in Louisiana, and 1 vote in Arizona, and 1 vote in California and 1 vote in Idaho.
All the electoral college does is give different weights to each states vote -
