While capitalism is a great foundation, the real reason is social programs. European countries with an assortment of well funded programs have the best numbers and help keep the world average waaay low. America currently sits at a 12%-13%. One in ten isn’t good enough in America.

The 1970s were FAR worse than today, particularly in San Francisco. Just google US crime rates. Or if that's too much trouble, at least watch the Dirty Harry movies for the 1970s SF "look." Obviously you weren't alive then to remember.
