As a California taxpayer, I’m surprised and appalled that they are allowed to spend money in ways that are not directly related to enrolled students.

Rich people, businesses and money get to cross borders any time they want. It’s only when poor people are victims of low-wage capitalism and it’s brutal way of forcing itself on people are they considered “illegal” when trying to flee the harm being done to them.

Rich people, businesses, etc. get to cross borders because they have a passport. Not because they're coming to America to live here permanently. Same applies to all European countries, Canada, and Central and South American countries.
