I find lowering taxes Controversial, because the Federal government lacks the political courage to also reduce spending.

I'd much rather rebuild the constraints on Federal spending, restoring a narrower interpretation of the Tax Clause. The General Welfare clause, a Hamiltonian creation, empowers the Federal government to buy votes on the nation's credit.
